1. Download recording from Microsoft Teams. Use this method regardless if you have not enabled Streams. Open Microsoft Teams in your browser or on the desktop. Go to the channel with a meeting. Look for the meeting. Click the ‘Download’ button under it to download the recording. 2.When you publish a webinar recording, registered attendees will automatically receive an email with a link to the recording. Go to your Teams Calendar. Open a past webinar. Select Manage event . Go to Recordings and find the recording you want to publish. Select Publish. If your recording was saved in OneDrive, select Publish from OneDrive. You should be able to go back into the meeting and see the recording in the chat. However, the best way, head over to the Office 365 Admin portal, Open up an app called 'stream'. All, meeting recording should be in there under the 'meetings' filter and you can share them with anyone who wasn't at the meeting. Hope this helps.

If you don't see it, I suggest creating a service request through the Microsoft 365 admin center. I believe this is a serious issue and should be investigated further by a tech agent.
